As far as I know Faithy was very much in charge of PAS when they were getting the food from USDA. In fact there are a lot of statistics and details about it in Barney's magazines he used to publish and
from Faithy herself. There is a picture of her with the US embassador, I think his name is Collins. It's the embasador, Faithy and there is this girl that I recognize from way back in the picture. I really don't know that much about how big the staff was, how much of the staff was COG and when, how much of the staff was non-COG and when. So from what you are saying when she got exposed and left for America it sounds like everybody in PAS with the exception of Faithy was neither a current FAmily member, or a past Family member.
