The new 'wild west' where the general populace is disoriented from the break up of the Soviet Union, embracing Western values, experiencing a resurgence of religion and faith and struggling with their identities.
The Family is big there and think they are getting away unnoticed and operating steps ahead of the unsuspecting populace. They don't seem to understand how easy it is to keep an eye on them. The apparatus is already set up for watching such dangerous cults and they ARE being watched and certain key contacts have already been made aware of their presence.
