What you describe is basically the same model used by organized crime to launder money.
They get involved in legitimate business that deal in large amounts of cash. Like Casinos, Vending Companies... what have you. They filter money through the books of the legit company.
Of course, I am not suggesting that FCF is a money laundering operation, or that they are doing anything illegal at all. I'm just saying that the process you describe sounds a lot like money laundering.

My company was awarded the contract on the event mentioned in 1986. We did two of the shows before we were told that in order to keep the contract, we needed to inflate our bill and pay a secondary contractor for services never performed. Losing the event almost put us out of business. We never met this guy, or even knew he existed, but we knew something wasn't right, so we got out of it. Apparenly, one or more of our competitors stayed in for the ride.
