This likely goes to the heart of why they no longer support US based charities, including the one you mention, which I believe is now gone from their website.
While FCF has to report what percentage of funds raised go to charities, the charities themselves may have been lax in reporting what percentage of the funds they were receiving were actually going to charitable work.
My guess is that to solve this problem, FCF simply stopped sending money to projects inside the US. Projects outside the US would not be forced to report to the US government.
