You are correct, it is a person just trying to stir up trouble, or be "funny". I have looked over the IP info, and it is not from one of our Coordinators. It is a person who posts on a regular basis at NDN under a variety of names. Possibly the person posts here as well, I don't know.
Our software will not allow someone to post under the same name as someone else, if the first person to use the name protects it with a password. This is why the person was forced to spell the name wrong in order to get the software to accept the post (assuming that Mekka has password protected her name).
I have offered to delete that post, by request. I didn't want to do it on my own and risk being accused of engaging in a cover-up.
