because many halfway houses, shelters, etc, do take money from clients once they are hired. I don't know about Covenant House nationwide, but in Houston, from what I have heard, they take in youth, incl. emergency, and house, feed, etc. up until age 21. They also have facilities here for children of youth with their parent(s). There is an onsite clinic for physical health, assistance to get I.D., GED, Caseworkers, Mental Health referrals and assistance with transportation needs. (via city transport). The kids are encouraged to work shortly after arrival, as able, and their money here, from what I have heard is ALL put into an account for them that they receive in full when they leave. This is so they can save up for housing etc. while living there. I got this info from a teen (now 21) who lived there.
What Barney is doing seems to be (only from outside reports I've read here) is what a lot of places do that assist people.
Now, I lucked into my apt. here in Houston, a word of mouth sort of place, but rent is only 400.00 mo. for a large one bedroom apt, with full bath, sizable kitchen, large bedroom, l.r., dining area. Clean, bug free, good maintenance and central air and heat, and ceiling fans (3). Even so, it would be very difficult for someone coming from a very controlled environment to being completely on their own without assistance. I wouldn't recommend it! So, like I said before, I am glad that there are options... (By the way the average cost of an apt. like I have in Houston would be around $600.00
