You're talking about Corny Copp aka: Richard Holmes. He was with the California Highway Patrol, and became a Jethro henchman in South America before being deposed for imitating Mo too much, and sitting around in a turban and getting prophecies after screwing his secretary. I guess Mo didn't want any competition!
