My own justification is that God is behind everything so He can be seen everywhere if we have the eyes to do so. At the same time, He also shows us what way to go step by step but likewise we have to have the eyes to see it and to follow.
This can happen in the blissful peace of a shiny day as well as in the midst of the storm. Regardless of where we are His sheep will hear His voice and will follow Him even if the sheep are in a flock led by the bad (false) shepherd.
It is true that it is a flock of sheep and that they are doing the same type of things the other sheep are doing but it does not have anything to do with the fact that the shepherd is bad and evil. God's sheep will still hear His voice and follow Him into His true fold - a fold that is not physical or concrete but spiritual and everywhere.
