Conned is a good word. I would say Arthur was conned because Maria and Berg himself trapped him. In my case the person who talked to me was honest - honestly deceived maybe.
The individuals were, and even are honestly deceived. The apparatus Berg and his tribe created is a conning/deceiving machine. No doubt some in that machine are aware of the deception but also others are simply blind followers of blind leaders, or just people who got accustomed to their perks.
