I can empathize with your partner. Here in the high-tech shadows of Kennedy Space Center, the IT jobs are very scarce. Companies are making the employees they don't lay off do the work of two people.
I'm not sure what the solution is to all these firms that are out-sourcing tech-support, programming, and IT jobs to countries such as India. I can understand why they are doing it. They are trying to lower their labor costs so they can offer their products and services at a competative price, but if their customers no longer have jobs, that strategy is self-defeating.
I'm not going to advocate that the government force businesses to hire U.S. residents. That would be communism, and we all know what a failure that system has been.
If consumers were willing to pay a higher price for products, and boycotted any company who out-sourced jobs to other countries, then we could put a stop to this job-drain.
