well...I don't trust documentaries after Michael Moore's sham of one. Anyhow, I was on welfare for several years and I can tell you that a large percentage of the people on welfare do not deserve to have children, period. They have one after the other because they can get bigger welfare checks and buy drugs, it's a travesty.
Maybe that isn't the best plan, but it's a start. Personally, I think we should go back to orphanages and if parents are tested positive for drugs, put the kids in an orphanage instead of foster homes. I worked in a law firm where we represented foster homes and you would be crying right now to hear some of the stories that happened in those places. At least in an orphanage you have more control and higher standards and the kids are better looked after.
